Author Description
Dr. Lisa Welsh is a researcher in the Department of Environment and Society at Utah State University. Her research focuses on water policy, particularly on understanding water reallocation policy in the context of existing water institutions in the US Intermountain West. She is also the co-director of the National Environmental Policy Act (NEPA) Graduate Certificate Program at Utah State University. She teaches courses on environmental policy and best practices in preparing and writing NEPA documents.
