Fred Breedlove is a water rights and natural resources attorney at the law firm Dorsey & Whitney LLP in Phoenix, Arizona. His experience includes representing developers, golf courses, ranchers, farmers, private water and energy utilities, government agencies, and private equity investment firms. In his practice he has assisted clients on a wide variety of water rights transactions (groundwater, surface water, and Colorado River entitlements), assured and adequate water supply permitting, AMA management plan compliance, state land acquisitions, and various National Historic Preservation Act issues. Fred was the legislative liaison, and for a time deputy counsel, for the Arizona Department of Water Resources from 2006-2011 before entering private practice, and from 2016-2019 he served as the Natural Resources Division Director at the Arizona State Land Department for Commissioner Lisa Atkins.
